What is Aadhaar?
Aadhaar is a 12-digit unique identification number given by UIDAI to every resident of India. The number is generated randomly and is not based on caste, religion, or income. Aadhaar acts as both:
- Proof of Identity (PoI) – It confirms who you are.
- Proof of Address (PoA) – It confirms where you live.
This makes Aadhaar one of the most reliable ID documents in India.
UIDAI’s Mission & Purpose
The main purpose of UIDAI and Aadhaar is to give every Indian resident a single, trusted digital identity. With this, the government ensures that welfare schemes, subsidies, and services are delivered in a transparent, fair, and efficient way – reaching the right people without duplication or fraud.
Key Objectives of UIDAI & Aadhaar
- A Robust Identity System- Provide a secure and reliable Aadhaar number to all eligible residents of India.
- Easy Updates & Verification- Allow individuals to update their Aadhaar details (like address, mobile number, or biometrics) easily and use Aadhaar as a trusted tool for identity verification.
- Data Protection & Privacy- Ensure that all personal details of Aadhaar holders are kept safe, private, and protected from misuse.
- Technology-Driven Support- Build a scalable and future-ready digital infrastructure so that Aadhaar can support millions of authentications daily.
- Sustainable Growth- Establish UIDAI as a trustworthy and long-lasting institution that continues to improve Aadhaar services over time.
- Legal Framework Compliance- Make sure Aadhaar services always follow the Aadhaar Act, 2016, and related rules and regulations.
- Policy & Guidelines- Frame clear rules, policies, and procedures for smooth functioning of Aadhaar services across the country.
- Dependable Identity Proof- Provide a universal and reliable identity that solves the limitations of older ID proofs like ration cards, voter IDs, or driving licences.
Who Can Apply for Aadhaar?
Aadhaar is a unique identification number issued by the Unique Identification Authority of India (UIDAI), and it is primarily intended for residents of India. Below is a detailed explanation of the categories of people eligible to apply for Aadhaar:
1. Residents of India
Any individual residing in India is eligible to apply for an Aadhaar card. Key points:
- There is no age restriction, meaning everyone from infants to adults can enroll.
- Children under the age of five can receive a Baal Aadhaar, a blue-colored Aadhaar card, with demographic details captured at the time of enrollment. Biometric details for children under 5 are not mandatory and are updated later when the child turns 5 and again at 15.
- Enrollment requires valid documents for proof of identity and address as prescribed by UIDAI.
- Aadhaar enrollment is free of charge for all residents.

2. Resident Foreign Nationals
Foreign nationals who reside in India for a significant duration are also eligible:
- Individuals must have stayed in India for 182 days or more in the 12 months immediately preceding the date of their Aadhaar enrollment application.
- Eligible foreign nationals must provide valid demographic documents (like passport or visa) along with biometric details during enrollment.
- Enrollment is completed by submitting the Resident Foreign National enrollment form along with required documents.
- UIDAI provides specific forms for enrollment and updates for foreign residents: Enrolment & Update Forms.

3. PIO / OCI Cardholders
Overseas Citizens of India (OCI) or Persons of Indian Origin (PIO) are eligible only if they meet the residency requirement:
- They must have stayed in India for over 182 days in the 12 months preceding their application.
- They should have a valid Indian address.
- OCIs and PIOs not meeting the residency criteria are not eligible for Aadhaar.

4. Non-Resident Indians (NRIs)
NRIs who live outside India are generally not eligible for Aadhaar unless they satisfy the residency condition:
- An NRI can apply for Aadhaar only after staying in India for 182 days or more in the 12 months immediately preceding the enrollment date.
- Until this residency requirement is met, NRIs cannot obtain an Aadhaar card.
- As per Section 139AA of the Income-tax Act, 1961, NRIs who are not eligible for Aadhaar are not required to quote Aadhaar in their PAN applications or income tax returns.
Important: Aadhaar is linked with many government and financial services. However, for NRIs, PIOs, and OCIs who do not meet residency criteria, Aadhaar is not mandatory for services like mobile connections or bank accounts. The Department of Telecom (DoT) has issued exemptions for overseas Indians regarding Aadhaar linking with mobile connections.

5. Children and Infants
- Children of any age can be enrolled for Aadhaar.
- Children under 5 receive Baal Aadhaar without biometric data.
- Biometric details are updated when children turn 5 years old and again at 15 years.
- Parents or legal guardians must apply on behalf of minors and submit necessary documents.
